About the Programs

HOMES — Whole-House Energy Savings
The IRA HOMES program provides rebates based on measured energy savings and household income. Participation requires an energy audit. Eligible households include owners, renters, and multifamily properties. Rebates range up to $20,000 or 100% of project costs.
HARP — High-Efficiency Electric Equipment
HARP focuses on single-measure equipment upgrades. Qualifying ENERGY STAR® products include heat pumps, heat pump water heaters, electric stoves/ovens, dryers, and electrical panels. Rebates include up to $8,000 for heat pumps. Maximum household rebate: $14,000.

Qualifying Products for the 25C Federal Tax Credit

The following upgrades qualify for the 25C federal tax credits. These tax credits are available for a wide range of energy-efficient home improvements and are renewable each year through 2032.

Yes. HOMES requires a certified energy audit to document whole-house savings. As a QCN partner, Home Comfort Alliance handles the audit, scope design, installation, and rebate paperwork for you.

Can IRA rebates be combined with other incentives or financing? +

Yes—utility and state incentives can be combined with IRA rebates to increase savings. You can’t combine IRA funds with other federal funds for the same measure. Ask about financing options to cover any remaining balance after rebates.

How are rebate amounts calculated for HOMES vs. HARP? +

HOMES rebates are based on modeled energy savings and income level (e.g., up to $20,000 for ≥35% savings at ≤80% AMI). HARP offers fixed rebates by measure (e.g., up to $8,000 for an eligible heat pump). We’ll optimize your project to capture the highest value across both.
