Home Comfort Alliance is a qualified Energize Shoreline installer, helping eligible Shoreline homeowners move from gas, oil, or electric-resistance heat to efficient year-round heating and cooling.

What Is Energize Shoreline?
Energize Shoreline is a City of Shoreline program that provides free heat pump education and exclusive savings for eligible local homeowners. Heat pumps provide heating and air conditioning in one efficient system, making them especially useful for Shoreline homes that need better summer cooling and dependable winter comfort.
To qualify for the program’s exclusive discounts, homeowners must attend an Energize Shoreline workshop, meet the applicable eligibility requirements, select equipment from the City’s qualified product list, and work with a qualified installer. Home Comfort Alliance can complete the free site assessment, recommend an eligible system, prepare the quote, and apply an approved discount code while funding remains available.

What you may qualify for
Three Energize Shoreline Savings Tracks
Availability is limited. Standard and Moderate-Income discounts are first-come, first-served while program funding lasts. Low-Income applications are reviewed, scored, and ranked.
Enhanced Heat Pump Discount
For eligible households with gross household income between 81% and 150% of King County Area Median Income, plus all Standard Track requirements.
Equipment and Installation Costs Covered
For selected eligible homeowners enrolled in an approved utility-assistance program. Applications are competitive, and not every eligible applicant will be selected.
Terms and conditions apply. Program eligibility, equipment qualification, selection decisions, incentive availability, and final approval are determined by the City of Shoreline and its program partners.

Who May Be Eligible?
The Standard Track is intended for homeowners who meet all of the following basic criteria:
- Own a single-family home or townhouse within Shoreline city limits.
- Primarily heat the home with a working natural gas, oil, or electric-resistance heating system.
- Attend an Energize Shoreline workshop held in 2025 or 2026.
- Choose a heat pump from the City’s qualified product list.
- Work with a contractor on the City’s qualified installer list.
Homes that already use a heat pump as their primary heating source are not eligible for the Standard Track.

Request Your Discount Code
After attending, use the City’s online form to request a unique $2,500 or $6,000 discount code. The program deadline provided for discount-code applications is September 30, 2026, but funding may be exhausted sooner.
Schedule Your Free HCA Site Assessment
Bring your code to Home Comfort Alliance. We will evaluate your home, discuss ducted and ductless options, review electrical readiness, recommend qualifying equipment, and prepare a project quote.
Apply the Discount to an Eligible Project
When all program requirements are satisfied and funding remains available, HCA applies the eligible Energize Shoreline discount to the quote and helps prepare required discount and rebate documentation.

Registration is required for online attendance. The City states that in-person attendees may register at the door, but registering in advance is recommended.
Low-Income Track
Apply for a Cost-Covered Heat Pump by August 25
After attending a workshop, income-qualified Shoreline homeowners enrolled in an approved utility-assistance program may apply for heat pump equipment and installation costs to be covered.
Applications are accepted through August 25, 2026. The City will review, score, and rank applications after the deadline. Meeting the eligibility criteria does not guarantee selection.

Do I have to remove my existing furnace or fossil-fuel heating system?
For the Standard and Moderate-Income tracks, removing an existing gas, oil, propane, or wood system is recommended but not required; it may remain as backup while the heat pump becomes the primary heating and cooling system. Homeowners selected for the cost-covered Low-Income Track must remove or fully disconnect an existing fossil-fuel heating system.
Do heat pumps work during Pacific Northwest winters?
Yes. Modern heat pumps are designed to provide efficient heating in cold weather and cooling during warmer months. Correct system selection, sizing, placement, and installation are important for dependable performance in a Shoreline home.
How much does a heat pump cost before discounts?
The City of Shoreline notes that heat pump projects can range from about $5,000 for a single mini-split to about $30,000 for a larger whole-home system. Actual cost depends on the system type, home layout, electrical readiness, ductwork, equipment, permits, and installation scope.
Can the Energize Shoreline discount be combined with other incentives?
Other utility incentives or financing may be available, but eligibility and stacking rules depend on the equipment, utility, program terms, timing, and available funding. What happens during the free site assessment?
Home Comfort Alliance evaluates the home, current heating system, comfort goals, possible ducted or ductless options, equipment placement, electrical readiness, and the project scope. We then recommend qualifying equipment and prepare a quote that reflects the applicable Energize Shoreline discount when program requirements are met and funding remains available.
