City of Shoreline heat pump program
Home Comfort Alliance is a qualified Energize Shoreline installer, helping eligible Shoreline homeowners move from gas, oil, or electric-resistance heat to efficient year-round heating and cooling.
Program terms, eligibility requirements, qualifying equipment, and funding availability are controlled by the City of Shoreline.
A more affordable path to heating and cooling
Energize Shoreline is a City of Shoreline program that provides free heat pump education and exclusive savings for eligible local homeowners. Heat pumps provide heating and air conditioning in one efficient system, making them especially useful for Shoreline homes that need better summer cooling and dependable winter comfort.
To qualify for the program’s exclusive discounts, homeowners must attend an Energize Shoreline workshop, meet the applicable eligibility requirements, select equipment from the City’s qualified product list, and work with a qualified installer. Home Comfort Alliance can complete the free site assessment, recommend an eligible system, prepare the quote, and apply an approved discount code while funding remains available.
What you may qualify for
Availability is limited. Standard and Moderate-Income discounts are first-come, first-served while program funding lasts. Low-Income applications are reviewed, scored, and ranked.
For eligible Shoreline homeowners who complete the workshop and install qualifying equipment through a qualified installer.
For eligible households with gross household income between 81% and 150% of King County Area Median Income, plus all Standard Track requirements.
For selected eligible homeowners enrolled in an approved utility-assistance program. Applications are competitive, and not every eligible applicant will be selected.
Check the basic requirements
The Standard Track is intended for homeowners who meet all of the following basic criteria:
Homes that already use a heat pump as their primary heating source are not eligible for the Standard Track.
Three straightforward steps
Learn how heat pumps work, what installation may involve, which incentives may be available, and how to move forward with a qualified installer.
After attending, use the City’s online form to request a unique $2,500 or $6,000 discount code. The program deadline provided for discount-code applications is September 30, 2026, but funding may be exhausted sooner.
Bring your code to Home Comfort Alliance. We will evaluate your home, discuss ducted and ductless options, review electrical readiness, recommend qualifying equipment, and prepare a project quote.
When all program requirements are satisfied and funding remains available, HCA applies the eligible Energize Shoreline discount to the quote and helps prepare required discount and rebate documentation.
Next available workshop
The July 30 workshop has passed. The next listed 2026 workshop is a free hybrid session available at Shoreline City Hall or online through Zoom.
In person: Shoreline City Hall, 17500 Midvale Avenue N, Shoreline, WA 98133
Online: Join through Zoom after registering.
Registration is required for online attendance. The City states that in-person attendees may register at the door, but registering in advance is recommended.
Low-Income Track
After attending a workshop, income-qualified Shoreline homeowners enrolled in an approved utility-assistance program may apply for heat pump equipment and installation costs to be covered.
Applications are accepted through August 25, 2026. The City will review, score, and rank applications after the deadline. Meeting the eligibility criteria does not guarantee selection.
Your HCA site assessment
We review the home’s size, layout, insulation, current heating system, comfort concerns, and whether ducted, ductless, or hybrid options may fit.
We recommend qualifying equipment, discuss indoor and outdoor unit locations, and account for airflow, access, noise, drainage, and maintenance clearances.
We evaluate electrical readiness, permitting needs, installation details, and related work that may affect the quote or schedule.
One system, year-round comfort
A heat pump can warm your home in winter and provide air conditioning during increasingly warm Shoreline summers.
Heat pumps move heat rather than creating it through combustion or electric resistance, helping them operate efficiently.
Ducted, ductless, and hybrid configurations can support different home layouts, existing systems, and comfort goals.
Switching primary heating to an electric heat pump can reduce direct fossil-fuel use in the home.

Common questions
For the Standard Track, you must own a single-family home or townhouse in Shoreline, primarily heat with a working natural gas, oil, or electric-resistance system, attend a 2025 or 2026 Energize Shoreline workshop, choose qualifying equipment, and use a qualified installer. The Moderate-Income and Low-Income tracks have additional income or utility-assistance requirements.
Yes. Workshop attendance is required before you can request the $2,500 or $6,000 discount code or apply for the cost-covered Low-Income Track. The next listed workshop is Tuesday, August 18, 2026, from 6:30 to 7:30 p.m., with in-person and Zoom options.
For the Standard and Moderate-Income tracks, removing an existing gas, oil, propane, or wood system is recommended but not required; it may remain as backup while the heat pump becomes the primary heating and cooling system. Homeowners selected for the cost-covered Low-Income Track must remove or fully disconnect an existing fossil-fuel heating system.
Yes. Modern heat pumps are designed to provide efficient heating in cold weather and cooling during warmer months. Correct system selection, sizing, placement, and installation are important for dependable performance in a Shoreline home.
The City of Shoreline notes that heat pump projects can range from about $5,000 for a single mini-split to about $30,000 for a larger whole-home system. Actual cost depends on the system type, home layout, electrical readiness, ductwork, equipment, permits, and installation scope.
Other utility incentives or financing may be available, but eligibility and stacking rules depend on the equipment, utility, program terms, timing, and available funding. Home Comfort Alliance can review currently available options during the assessment, but the applicable program administrator makes final eligibility decisions.
Home Comfort Alliance evaluates the home, current heating system, comfort goals, possible ducted or ductless options, equipment placement, electrical readiness, and the project scope. We then recommend qualifying equipment and prepare a quote that reflects the applicable Energize Shoreline discount when program requirements are met and funding remains available.
Home Comfort Alliance is participating as a qualified Energize Shoreline installer. Our team can complete the free site assessment, recommend qualifying equipment, prepare the project quote, apply an eligible discount code, and help coordinate available rebate documentation and financing resources.
No. Eligible residents may apply for the Low-Income Track, but the City states that applications will be reviewed, scored, and ranked after the August 25 deadline and that not every applicant may receive a cost-covered heat pump. Terms, selection criteria, and funding availability apply.
