Cooling for Silverdale homes, from Old Town to the Kitsap Mall area
Silverdale is an unincorporated community at the north end of Dyes Inlet in Kitsap County. Homes range from older houses near Old Town and the inlet to newer subdivisions and townhomes around the Kitsap Mall and the SR 3 and SR 303 corridor. Many were built with no central cooling at all, so most of our Silverdale cooling calls are one of three things: fixing an existing AC or heat pump, adding cooling to a house that never had it, or replacing an older system with a heat pump that heats and cools.

The biggest swings come from system size, whether ducts exist and are usable, the electrical work needed for a new 240-volt circuit, and the efficiency rating you choose (SEER2 for cooling, HSPF2 for heating). Central AC, heat pump or ductless?
In a climate where heating matters far more than cooling, the question for most Silverdale owners is not just “which air conditioner” but “which system does both jobs.”
- Central AC added to a gas furnace. Uses the furnace’s ducts and blower. It cools only, so the furnace still carries all the heating.
- Ducted heat pump. Replaces the AC and heats most of the year. It pairs well with an electric furnace, which becomes the backup.
- Dual fuel. A heat pump teamed with a Cascade gas furnace. The heat pump cools in summer and heats in mild weather; gas takes over on the coldest days.
- Ductless mini-split. For homes with baseboard heat and no ducts, or for a bonus room, a loft or an upstairs that runs hot.
A heat pump costs more than a cooling-only AC, but it can lower heating bills too, and it is the only option on this list that qualifies for PSE’s heat pump rebates.
Rebates for Silverdale heat pumps
Silverdale gets its electricity from Puget Sound Energy and its natural gas from Cascade Natural Gas (Kitsap Economic Development Alliance, infrastructure). That matters for rebates:
- Homes that heat with electric baseboards, wall heaters or an electric furnace can qualify for PSE’s rebate for switching to a heat pump: $1,500, plus up to $2,400 more through Efficiency Boost for income-qualified households (PSE electric resistance to heat pump rebate).
- Homes with a Cascade gas furnace can look at Cascade’s rebates for dual-fuel systems installed on or after 15 March 2026 (Cascade Natural Gas residential rebates).
- PSE’s hybrid heat pump rebate is for PSE gas customers, so it does not apply to Cascade gas homes in Silverdale.

Signs your AC or heat pump needs repair
- Warm air from the vents while the outdoor unit runs.
- The outdoor fan does not spin, or the unit hums without starting (often a capacitor or contactor).
- Ice on the refrigerant lines or the indoor coil.
- Water around the indoor unit or a full condensate pan.
- The breaker trips when cooling starts.
- Short cycling: the system starts and stops every few minutes.
- A heat pump stuck in defrost, or steaming heavily all day in winter.
Before you call, check the thermostat mode and setpoint, replace a dirty filter, and make sure both breakers (indoor and outdoor) are on. If the coil is iced, switch cooling off and run the fan only until it thaws. Low refrigerant always means a leak, and topping it up without finding the leak just delays the next failure.
Sizing and installation
A system that is too big cools the house fast, shuts off, and leaves it clammy. One that is too small runs all afternoon on the hottest days. We size from a room-by-room load calculation that accounts for insulation, windows, orientation and the ducts, not from the size of the old unit.
On a ducted install we also check static pressure and duct leakage, because a new heat pump on undersized or leaky ducts will not deliver its rated efficiency. On ductless jobs we plan where each head goes, where the line set runs outside, and where the outdoor unit sits so it has clearance for airflow and is off the ground where rain and debris collect.
Spring tune-ups
Schedule cooling maintenance in April or May, before the first warm stretch. A visit covers:
- Cleaning the outdoor coil and clearing leaves and moss from the unit.
- Testing the capacitor, contactor and fan motor.
- Checking refrigerant pressures and temperature split.
- Clearing the condensate drain and checking the pan.
- Checking the thermostat and, on heat pumps, the reversing valve and defrost controls.
Heat pumps work year-round, so we also recommend a fall check before heating season.
Hot upstairs rooms and smoky summer days
The most common cooling complaint we hear is an upstairs that sits several degrees warmer than the main floor. Heat rises, ducts to the second floor are often long and undersized, and rooms over a garage or under a low roof pick up heat all afternoon. Fixes range from balancing dampers and adding a return, to a variable-speed system that runs longer at low speed, to a single ductless head in the worst room.
Summer wildfire smoke is the other reason people add cooling: with the windows shut, a closed house heats up fast. A ducted system with a MERV 13 filter, or a ductless unit plus a portable HEPA purifier, keeps the house cool and cleaner while the windows stay closed. Permits and inspections in unincorporated Kitsap County
Because Silverdale is not a city, permits come from Kitsap County rather than a city hall. A new AC, heat pump or mini-split needs a residential mechanical permit from Kitsap County Department of Community Development (Kitsap County DCD, residential mechanical and plumbing permit form). New wiring for the outdoor unit is permitted through Washington L&I. We pull the permits, schedule the inspections and meet the inspector. Like-for-like repairs do not need a permit.
