If your heating system is due for replacement, a heat pump is worth pricing. It heats efficiently through Kitsap County’s mild, damp winters and also cools on hot days. Common setups:
For PSE electric customers replacing baseboards, wall heaters or an electric furnace, PSE offers $1,500, plus up to $2,400 through Efficiency Boost, toward a qualifying heat pump (PSE electric resistance to heat pump rebate). Cascade Natural Gas lists rebates for qualifying high-efficiency gas furnaces and dual-fuel systems installed on or after March 15, 2026 (Cascade Natural Gas residential rebates). PSE’s hybrid and gas conversion rebates are for PSE gas customers, so they don’t apply to Cascade gas homes. Home Comfort Alliance is a PSE Trade Ally approved contractor for HVAC systems. The federal 25C tax credit ended December 31, 2025.

Many heating complaints are really airflow problems: an overdue filter, a blocked return, or a crushed or disconnected duct in the crawlspace. Low airflow makes a furnace overheat and shut off on its safety limit and makes a heat pump work harder. We measure static pressure and temperature rise before recommending duct work. On heat pumps, we also check the thermostat, because the wrong settings can bring on electric backup heat every time you raise the temperature a couple of degrees, which makes a heat pump cost almost as much to run as baseboards.
A fall service catches most failures before the first cold week. On a gas furnace we clean and test the burners, flame sensor and igniter, check the heat exchanger and venting, measure gas pressure and temperature rise, test safety switches and clear the condensate drain. On a heat pump we check refrigerant pressures, clean the outdoor coil, test defrost and backup heat and tighten connections. Replacing heating equipment in unincorporated Silverdale needs a residential mechanical permit from Kitsap County DCD, whose permit form covers furnaces, heat pumps and ductless systems (Kitsap County DCD, residential mechanical and plumbing permit form); electrical work is permitted through Washington L&I (Kitsap County DCD, Do I Need a Building Permit?).
