It depends on how you heat today. Puget Sound Energy supplies Mount Vernon's electricity and Cascade Natural Gas supplies its natural gas, so homes here fall into a few groups:
| How you heat now | What a heat pump does for you | Rebate fit (October 2026) |
|---|---|---|
| Electric baseboard, wall heaters or an electric furnace (PSE power) | The biggest savings case: a heat pump moves heat instead of making it, and adds cooling. | PSE $1,500 for switching from electric resistance heat; up to $2,400 with PSE's income-based Efficiency Boost. |
| An older ducted heat pump | A modern cold-climate unit heats better on cold nights and runs quieter. | PSE $1,500 for replacing an older ducted heat pump with a qualifying cold-climate model. |
| A Cascade natural gas furnace | A heat pump can take over most of the heating and add air conditioning; the furnace can stay as backup. | Cascade offers furnace rebates but no heat pump rebate, and PSE's gas-conversion offers are for PSE gas customers, which Mount Vernon homes are not. |
| Oil or propane | Replaces costly fuel deliveries with electricity. | Ask us which PSE offers fit your home. |
PSE rebates require a PSE Trade Ally or Recommended Energy Professional, and ductless systems need at least one indoor unit in the main living area. Read our baseboard to heat pump guide if you heat with electricity.
| Option | Best for | Good to know |
|---|---|---|
| Ducted heat pump | Homes with existing ductwork | Replaces a furnace or old heat pump and uses the same ducts. |
| Ductless mini-split | Baseboard-heated homes, additions, shops and older homes without ducts | One outdoor unit can run several indoor heads, each with its own control. |
| Hybrid (heat pump plus gas furnace) | Cascade gas homes that want a backup for the coldest nights | The heat pump handles most of the season; the furnace takes over in a deep freeze. |

Yes, when it is a cold-climate model sized correctly for the house. That is why every installation starts with a room-by-room Manual J load calculation rather than a rule of thumb. For homes that want extra margin, we can add electric backup heat or pair the heat pump with an existing gas furnace. Ask us about cold-climate lines such as Mitsubishi Electric's.

Inside city limits, mechanical permits come from the City of Mount Vernon Development Services, Building Division. Electrical permits for Mount Vernon are issued by WA L&I, because the city does not run its own electrical inspection program. Homes outside city limits go through Skagit County. We pull the required permits for every installation and schedule the inspections. If your electrical panel is near capacity, our licensed electricians (WA Electrical Contractor Lic. #HOMECCA782DC) can handle a panel upgrade as part of the job.

In September our technician did the annual maintenance on a Mount Vernon home's Mitsubishi ductless heat pump: one outdoor unit and three indoor heads, installed two years ago and covered by a prepaid maintenance plan. He found the filters, coils and condensate drains clean and every voltage, amp draw and temperature split within Mitsubishi's specifications. He recommended adding a surge protector designed for inverter heat pumps at the outdoor disconnect, and replacing the remote batteries each year. The homeowner thanked him in a review for answering all their questions.

Yes. A cold-climate heat pump sized with a room-by-room Manual J load calculation keeps a home warm through a typical cold snap, and backup heat or an existing gas furnace can cover the coldest nights.
Yes. As of October 2026 PSE pays $1,500 when you switch from electric resistance heat to a heat pump, $1,500 for replacing an older ducted heat pump with a qualifying cold-climate model, and up to $2,400 through its income-based Efficiency Boost. A PSE Trade Ally or Recommended Energy Professional must install it.
Cascade Natural Gas lists furnace, thermostat and duct sealing rebates but no heat pump rebate, and PSE’s gas-conversion offers are only for PSE gas customers. Many Cascade homes add a heat pump and keep the furnace as backup.
A hybrid system lets the heat pump do most of the heating and adds cooling, while the furnace covers the coldest nights. It suits homes with good ductwork and a furnace with years left.
Yes. Inside city limits the mechanical permit comes from the City of Mount Vernon and the electrical permit from WA L&I; outside city limits, Skagit County. We pull the required permits for every installation.
