What Port Orchard homes need
Port Orchard’s housing ranges from older homes near the waterfront to subdivisions built in the last 25 years. Those two groups ask for different work.
- Older homes near downtown and Annapolis: electric baseboard or aging gas furnaces, undersized electrical service, and original plumbing that is ready for updates. Baseboard-heated homes are strong candidates for a ductless heat pump.
- Newer neighborhoods such as McCormick Woods and the Bethel corridor: first-generation furnaces, air conditioners and water heaters now reaching 15 to 20 years of age, and homeowners adding EV chargers and cooling.
- Two utilities: PSE supplies electricity and Cascade Natural Gas serves many Kitsap homes with gas (Kitsap Economic Development Alliance, infrastructure). Knowing which company heats your home is the first step to the right rebate.
The city’s Bethel subarea is planned for continued growth (Port Orchard 2044 comprehensive plan, Bethel subareas), which means more new construction and more first-time equipment in that part of the city over the next two decades.
Port Orchard rebates and incentives (updated September 2026)
Most Port Orchard homes are PSE electric customers, and many heat with Cascade Natural Gas. Home Comfort Alliance is a PSE Trade Ally contractor for HVAC systems and water heaters, so we can install qualifying equipment and help with PSE’s paperwork. Amounts were taken from the utilities’ pages in September 2026 and can change.

PSE’s hybrid heat pump rebate and its income-qualified gas conversion rebate are for PSE natural gas customers, so they usually do not apply to Cascade gas homes. The federal 25C tax credit ended for equipment placed in service after December 31, 2025.
Permits in Port Orchard
Inside city limits, the City of Port Orchard issues residential plumbing and mechanical permits for work such as installing or modifying water lines, fixtures and HVAC equipment (City of Port Orchard, residential plumbing and mechanical permits). Port Orchard is not one of the cities that run their own electrical program, so electrical permits and inspections come from Washington L&I (L&I, cities that do their own electrical permits). Homes outside city limits in South Kitsap are permitted through Kitsap County. We pull the permits for our work and schedule the inspections.
