Seattle utilities and rebates

Seattle homes buy electricity from Seattle City Light, not PSE; Puget Sound Energy supplies natural gas where a home has it. That changes which rebates apply. Updated October 2026.

ProgramAmountWho it is for
Seattle City Light air-source heat pump discount$300, $400 or $600 by efficiency tierCity Light customers; applied instantly through the contractor's bid
Seattle City Light heat pump water heater rebate$750City Light customers
Seattle Clean Heat Program$2,000 instant rebate, plus a $4,000 bonus for households at 81% to 150% of area median income (installs completed by May 30, 2027)Seattle homes switching from oil heat to a qualified Mitsubishi Electric heat pump through a participating contractor
Federal 25C tax creditEndedNot available for equipment placed in service after Dec 31, 2025

We handle the rebate paperwork for you. Details, including the Clean Heat oil tank rule: heat pumps in Seattle.

Permits in Seattle

Seattle issues its own construction permits through the Seattle Department of Construction and Inspections (SDCI). We pull the required permits for every installation.

  • Heat pumps: a split-system heat pump needs an SDCI refrigeration permit, which only licensed contractors can obtain, and the outdoor unit must pass Seattle's noise review.
  • Furnaces: furnace replacement goes through SDCI mechanical permitting.
  • Electrical: panel, EV charger and generator work needs an SDCI electrical permit inside city limits, and a bigger service also involves Seattle City Light. See electrician in Seattle.

Older Seattle homes: what we see

  • No ducts, or ducts too small for cooling. Ductless heads or a mixed system usually fit; see ductless installation in Seattle.
  • Oil heat still in the basement. The Clean Heat rebate makes switching to a heat pump cheaper.
  • Baseboards and wall heaters. See replacing baseboard heat with a heat pump.
  • Small electrical services. A 60 or 100 amp service can limit a heat pump or EV charger; our electricians check the load first.
  • Hot upper floors in summer. A heat pump cools as well as heats; compare in AC vs heat pump in Seattle.

A recent Seattle job: furnace replacement in the University District

On October 5, 2026, our install team finished replacing an older gas furnace in a University District home with a new Carrier high-efficiency gas furnace. The homeowner found us online. The new furnace was connected to the home's existing PVC venting, gas piping and ducts, and the crew built new airtight plenum transitions to fit the new cabinet.

We also swapped the old electronic air cleaner for a Honeywell media filter cabinet with a 4-inch MERV-11 filter, installed an ecobee Wi-Fi thermostat, and cleaned the whole home's ducts on a separate day. More on this service: furnace replacement in Seattle.

How to choose a Seattle HVAC, plumbing and electrical company

  1. Check the licenses. Look up the contractor's numbers on the WA L&I Verify a Contractor tool. Ours are listed at the top of this page.
  2. Ask who pulls the permits. In Seattle that means SDCI, and for heat pumps a noise review too.
  3. Ask about Seattle rebates. An approved City Light contractor applies the heat pump discount on the bid; oil-heated homes need a Clean Heat participating contractor.
  4. Ask how the system is sized. We run a room-by-room load calculation (ACCA Manual J) on every installation.
  5. Get the price in writing first. Upfront, transparent pricing before any work begins.
  6. Look at review volume, not just the star rating. We have 4.8 stars from 5,000+ reviews.
  7. Consider one company for all three trades. A heat pump that needs a new circuit or panel is one project with us, not two contractors.

Bradley is simply the best. He installed the new motor on our heating unit quickly and proficiently. He is very competent and very knowledgeable. Truly a pleasure to work with. Kudos also go to Home comfort alliance because they generously assumed the cost of shipping the motor via air freight so that I would have it as soon as possible. Bradley and his company deserve the highest possible rating.

Mike from Home Comfort Alliance came today to gather information in aid of providing a quote for replacing my furnace and adding AC through Costco's many services. He did a thorough inspection, explained all my options and clearly answered all my questions. Mike was very congenial and knowledgeable--an excellent person to work with. He now will be providing me quotes per my various options. In addition, my dog really liked him--an important seal of approval!

Sam and Mario did a fantastic job installing our new gas furnace. They demonstrated great customer service and the attention to detail: they put new gas valve, power supply for in-duct purifier, condensing water pump, new filter cabinet + filter that Sam had to step out to shop for, etc. They even upgraded our thermostat's wiring to match the new 2-stage furnace (without hard-defining a timed cutoff on the filter board). I appreciate very much that they did these without us having to ask or monitor, but rather to do a high-quality job (they worked for 6+ hours and took care of everything!). Thank you folks for the great job! We also a good experience with the initial consultant (Vince) who did a thorough job of estimating our new furnace specs. We found them through Costco (Lennox). Our pricing included the 15% costco cash card; their overall quote was reasonable and competitive as well (lower than some of the other quotes we had). We are very happy with the install and service, and would happily recommend this business.

We had an urgent/emergent heat pump issue early in the morning causing power surges in our home. Called Home Comfort Alliance prior to business hours and was able to talk to a representative who passed our message along. Got a call back at 7:00 AM and was told a senior technician would be out between 9-12. He arrived by 10:15 AM and diagnosed and repaired the problem within 45 minutes. We’ve used this company before for our heat pump and they’ve always been timely, professional and pleasant to deal with. Highly recommend.

Josh arrived on time ready to work early in the am. He educated me on a failing capacitor and was able to switch it out while cleaning up the carbon buildup in the gas furnace. He was great at selling additional services by asking about my hot water heater. One of those,"I'll get to it someday" tasks of draining the hot water tank to get out mineral and metal at the bottom allowing the tank to work more efficiently and extend the tanks life. He was able to complete it while here and for a reasonable fee since he was already here. Good experience all around! I would highly recommend Josh and Home Comfort Alliance.

Maintenance person (Anton) was great, very knowledgeable and thorough. For a relatively new unit, the pricing is surprisingly high (not Anton’s fault). The first year checkout was included when the furnace was installed. I prepaid this year (year 2) last year and given the price will pass this upcoming year.

Today was another 5-star day for Home Comfort Alliance. Brad Johnson, their tech, was a bit early (yay), very professional, and went right to work. He quickly diagnosed the problem, explaining what was wrong and how it could be easily fixed. I appreciate Brad's respectful demeanour and his expertise. Great company, great service, great employees. A year later, a different tech--Dan--came to perform one year warranty check on our site handler. On time, and with theprofessionalism--I've come to expect this from Home Comfort. . ML

Seattle questions, answered

Who provides HVAC, plumbing and electrical service in Seattle?

Home Comfort Alliance provides heating, cooling, plumbing and electrical service to Seattle homes from its Redmond branch, and has served Puget Sound homes since 1977. One company handles heat pumps, furnaces, AC, water heaters, drains, panels, EV chargers and generators.

Do you serve my Seattle neighborhood?

We serve North Seattle (Ballard, Fremont, Wallingford, Green Lake, the University District, Ravenna, Wedgwood, Northgate and Lake City), Central Seattle (Capitol Hill, the Central District, Madison Park, Queen Anne and Magnolia) and West Seattle (Alki, Admiral, Fauntleroy and Delridge). Call (425) 645-0404 and we will confirm your address.

Do plumbers also do HVAC?

Usually not; they are separate trades with separate licenses. Home Comfort Alliance holds both, plus an electrical license, so one company can handle all three.

Do you offer after-hours service in Seattle?

You can book any trade by phone or online. Qualifying heating and cooling emergencies are handled after hours, with a $330 after-hours fee stated up front. Our plumbers and electricians work Monday to Friday, 8 AM to 5 PM, with same-day service when possible.

Can you come out the same day?

Same-day service is available for all three trades when possible. Call (425) 645-0404 early in the day for the best chance.

Are you licensed, bonded and insured in Washington?

Yes. WA Contractor Reg. #HOMECCA785BD, WA Electrical Contractor Lic. #HOMECCA782DC and WA Plumbing Contractor Lic. #HOMECCA751QG (residential plumbing). All can be checked on the WA L&I Verify a Contractor tool.

How is pricing handled before work starts?

Repair visits carry a published dispatch fee ($119 heating and cooling, $99 plumbing, $179 electrical with a 30-minute diagnostic included), and you get a written, upfront price before any work begins. Estimates for new systems are free.

Do I need a permit for a furnace, heat pump or panel in Seattle?

Yes. Seattle issues these permits through SDCI, not the state. A split-system heat pump needs a refrigeration permit that only licensed contractors can obtain, and panel and EV charger work needs an SDCI electrical permit. We pull the required permits for every installation.

What rebates can Seattle City Light customers get?

As of October 2026, Seattle City Light offers an instant discount of $300, $400 or $600 on qualifying air-source heat pumps and a $750 rebate on heat pump water heaters. Home Comfort Alliance is an approved Seattle City Light contractor.

I still have oil heat. Can I get help switching to a heat pump?

Yes. The City of Seattle Clean Heat Program pays a $2,000 instant rebate for switching from oil to a qualified Mitsubishi Electric heat pump, plus a $4,000 bonus for households at 81% to 150% of area median income on installs completed by May 30, 2027. We are a participating contractor.

My older Seattle house has no ductwork. What are my options?

A ductless mini-split heat pump is the usual answer, with one indoor head per zone. Homes with ducts on one floor only can mix a ducted system with ductless heads.

What brands do you install?

We are a Carrier Factory Authorized Dealer, a Mitsubishi Electric Diamond Dealer and a Quilt dealer, and we service all major brands.

Do you offer financing or a membership plan?

Yes. Financing through Salal Credit Union or Synchrony starts at $179/month* with 0% interest options for qualifying customers, and the Home Comfort Club starts at $15 a month with priority scheduling, discounted repair rates and Club tune-up prices.
